AARP, AFL-CIO Support Paid Family Leave

by: Juan Melli

Mon Nov 19, 2007 at 09:37:45 PM EST

Support from a coalition of organizations could boost New Jersey's chances to become the third state granting workers paid family leave. The AARP became the latest group to join the New Jersey Partnership for Working Families - a coalition of over 60 organizations supporting paid family leave:
"AARP's 2006 study on caregivers showed that providing better supports for family caregivers is essential to the well-being of our health care system, our long-term care system and our economy," said Marilyn Askin, Chief Legislative Advocate for AARP New Jersey.
Phyllis Salowe Kaye, Executive director of NJ Citizen Action, summarized why family leave is so important:
"No worker should be forced to suffer a financial crisis in order to care for their ill family members."
The legislation would allow employees to collect up to about $500/week for up to 10 weeks. Given the fierce opposition from within the business community, one might think this would impose an added financial burden on them. But the entire program would be paid for by a small deduction from worker's paychecks.

The only real burden is that the company would be required to keep the position open for when they return to work, but Senator Sweeney - a sponsor of the legislation - has "already agreed to allow businesses with less than 50 employees to tell workers taking leave that they wouldn't be guaranteed to keep their job after the leave. "

We'll give AFL-CIO president Charlie Wowkanech the last word:

"New Jersey workers have overwhelmingly declared their willingness to contribute to this program in return for the security of knowing that they will be able to be there for a loved one in their time of need without fear of financial disaster...Furthermore, the experiences of both California and Washington with this policy have proven that this program not only has no negative impact on business, but leads to a healthier work environment and therefore increased productivity."

Business Propaganda (0.00 / 0)
This will not cost business owners one dime.

This is an issue that should be universally accepted .

The problem right now is in the Assembly. Joe Roberts is not helping to move this bill and the clock is ticking.

If Roberts allows this to go to the floor for a vote it will pass. Sweeney already has the votes in the Senate. Corzine will sign it.

If you want this bill passed call Speaker Roberts.

There's a cost... (0.00 / 0)
It just not that much. I think this is workable with threshold intact.
But to give you an example, I manage people (mostly new immigrants), who are in the $8 to 9$ per hour ranges doing manual labor. Their benefits probably amount to another $5 or $6 per hour. If they need to leave, it's not a big deal, we can call a temp agency. That agency will supply labor for like $12-$14 hour. The rub is we only save the hourly rate on the lost worker, we still pay $5-$6 in benefits. So basically, the cost is the premium for the temp worker ($4-$5) plus the benefits of the missing employee ($5-$6). The business loses $9-$11 per hour. Not a big deal, and varies by benefits (we have pretty descent benefits for our hourly people). The real need for the threshold I feel is the fact that in companies with 50 or less people, there's not a whole lot of redundancy, if key, skilled people leave, that temporary hourly cost really skyrockets. Also, for some specialized jobs, there will be no temporary replacement. Anyway, my two cents, it will cost business some, but not much. But I think it's doable with a threshold.

I can't believe that there aren't enough Democratic votes to pass this legislation without Sweeney's compromise.  If there has to be a threshhold, it should be much lower than 50 workers.

Who's in the back pocket of the NJBIA?

I was only able to take advantage of FMLA, because my company's NY office was close enough to the NJ where I work for me to qualify.  Many people are not that lucky.

What does the NJPP think of this compromise?

CWA Quiet and Not Helping (0.00 / 0)
The CWA state organization has over 90,000 members but the only CWA union leader that is fighting for Paid Family Leave is Katz.

Why?

Is the CWA leadership holding their support of this bill, that would be of great benefit to their membership, because of who the sponser happens to be? All they need to do is send out one " mailer" and thousands of phone calls can be made.

If they can generate 5, 000 calls to the Governor over their Black Friday screwup then you would think they could get 50, 000 calls for something that is worthwhile.

Maybe CWA Presidents  Wade, Rosenstein, Rose, Palermo, Raedor are too busy worrying about e-mails and their failure to negotiate off Black Friday that they forgot to Lobby for something that can really help their membership.

Their silence says a lot about their priorities.

They need to put petty grievances aside and back this bill.
