You've Been WARNed, Governor Corzine

The New Jersey legislature has voted to extend
mass-layoff notification for workers from 60 to 90 days.

Tell Gov. Jon Corzine to sign into law this small attempt to help workers hit with mass layoffs in New Jersey communities.

For nearly 20 years, the Worker Adjustment and Retraining Notification Act (WARN Act) has required employers to give their workers at least 60 days of advance notice about mass layoffs. Working families can use this time to adjust and start looking for new employment.

But in today's economy, 60 days often isn't enough time for workers to find new employment or retrain for a new career.

To make things easier for these workers, the New Jersey legislature has passed legislation to extend the current worker notification period to 90 days.  All that's needed is Gov. Jon Corzine's signature on the bill.

Workers who lose their jobs due to plant closings should be given enough time to prepare themselves and their families for the future. They deserve to know about their pending layoff as soon as possible, so they can begin pursuing other employment or training.

...if there's any chance at all that Corzine won't sign this bill?

Have there been any indications that he's in disagreement with this 100% righteous law? 

If we have to push/pressure Jon to sign this; then we must....but is it really necessary?

(I've gone ahead and sent the email to him; just in case...but, the question remains was it really needed to press him to sign this bill?)

The bill was passed from the Senate on 3/15/07 and from the Assembly on 6/11/07. It's been five months since it passed and has been on his desk. Enough time has passed.

Now my friends, I am opposed to the system of society in which we live today, not because I lack the natural equipment to do for myself but because I am not satisfied to make myself comfortable knowing that there are thousands of my fellow men who suffer

....all of us at Blue Jersey and DFA and the rest of the progressive community in NJ to put some serious pressure on Corzine to sign an absolutely good bill that's been passed and sitting on his desk since June!!!

We may not have the power to press the Guv to become a radical reformer; but we should, at least, be able to nudge him to signing this 100% blatantly righteous bill!!!

(Hey, Jay, next time you get to have a one on one with Jon, maybe you can ask him why this bill is dying on his desk?)

Actually, this will become a law next week (4.00 / 2)
Unless the Governor vetoes the bill by next Thursday, it will automatically become law, regardless of whether he signs it or not.

And just for the BlueJersey community's information, here's a little primer on what happens to a bill after it has been passed by both houses of the Legislature.

After the Senate and Assembly have passed identical bills, the bill heads over to the Governor's office to be checked out by the Governor's Council and to be acted upon by the Gov.  He or she can take one of four actions:

1. Sign the bill (yay! you won the game!)

2. Veto the bill (uh oh!  press select try and override the veto)

3. Conditionally veto the bill (Simple majority to concur, 2/3s to override and Commodore Barry thanks you for the support)

4. Sit on it (maybe it will hatch).

The complicated part is option 4, which can play out in one of three ways:

1. If the bill was passed with at least 45 days before the expiration of a legislative session, then the Governor has 45 days to act, after which point, the bill automatically becomes a law.  If the house of origin is not in session on the 45th day, then the Governor has until the first day they go back into session to act.  Since the Legislature has been in recess since the budget passed, any bills passed in May/June but still on the Gov's desk will become law next Thursday unless vetoed or CVed.

2.  If the bill was passed with between 10 and 45 days left to go before the session expires, then the Governor has until the day before the new Legislature is seated to sign or veto, otherwise the bill becomes law.  The ten day deadline for this year is December 29, 2007 and the last day to sign those bills is January 7, 2008.

3. Any bills passed after December 29, 2009, must be signed by the Governor in order to become law.  He has until the 7th day after the new session to do this, otherwise the bill is pocket vetoed.  This is the only case where a bill can be vetoed and is not returned to the legislature.

I didn't know about option 4. Thanks for the lesson.

While I will be happy if it becomes law, it would be nice to see the Gov sign it. By just sitting on it, it shows he would rather wait for it to become law than show his support for it by signing it. Its kind of the chicken's way out.

Interesting procedural point; though I have to wonder why Corzine has waited so long?

Surely the bill isn't retroactive in its effect?

If I were recently laid off without warning in circumstances wherein the bill would have precluded it; I would be mightily steamed with the Governor.

Further, why pass up an opportunity to proudly enthusiastically/rapidly sign such a law with a proper ceremony/celebration?

In any event, I'm still hoping that our Governor makes a choice to declare "thermonuclear war" on the de facto systemic corruption that is NJ politics/governance.

It's a battle he, clearly, has the power to wage and win.

Based on the numbers of the WARN Act notices from June until now (found on the DOL website), nearly 7800 workers have been affected. I'm sure they would have appreciated the passage of this bill.

I sent it to an AT&T retirees list.  I think Corzine will get some phone calls.  Interesting - Lucent/Alcatel announced its mass layoff of another 4000 last week.  Just in time before the bill can go into effect.

.....are all about.

On the whole though the effect of the bill is good.  I only wish Corzine had the balls to sign it into law as soon as it passed and to take pride in signing it!

As it is, one wonders why he gave the  giant corporations the very benefit that the law was/is intended to give workers.  That is, a warning that there will be big changes ahead for you, so here's a cushion of time within which to adjust. 

It's as if the guv said, "hey guys, get all your planned layoffs in before this bill (which he couldn't veto before an election.....or just after one) takes effect."

When Democrats are afraid to be Democrats....Republicans win.
