PIRG challenges governor on monetization

NJPIRG is trying to lend some sanity to the debate over the governor's "monetization" plan by circulating a petition asking that the governor abide by six basic principles to prevent the kind of bad deals agreed to elsewhere. The group, on its Web site, offers this explanation:
We need to ensure that New Jersey citizens retain control of our Turnpike and Parkway for all future planning, management and development. We need to make sure that if a deal occurs, New Jerseyans get fair value for our roads instead of our budget crisis leading New Jersey to sell at a discount. The process of making a deal must be transparent and accountable. And above all, the people of New Jersey should have the final say in the Turnpike's future safety standards. If a monetization deal can't meet these conditions, embodied in our six principles, a deal must not be done.
I remain skeptical that a monetization plan can work, but if the state ultimately does move ahead, the PIRG petition offers a useful outline of the kinds of safeguards needed to keep New Jersey residents and drivers from being fleeced.

The principles are pretty straightforward. Any plan must:

1. Maintain public control of the leased asset -- especially over the Turnpike and Parkway, so that citizens remain in control of transportation planning.

2. Guarantee fair value -- especially because New Jersey toll roads "are the highest grossing in the country, and are uniquely valuable to investors and the people of New Jersey."

3. Be for no longer than 30 years.

4. Guarantee "state-of-the-art maintenance and safety standards."

5. Maintain "complete transparency and accountability." The public, PIRG says, must have "input into the substance of a deal, and to be able to hold us accountable for doing a deal." It asks the governor to "make the full text of a proposed deal and any sub-agreements public" six months before it is consumated and that he promise to "hold public hearings on the proposal" or "sign any deal that the Legislature has not voted to approve in its final form."

6. Be used to address the state's structural budget problems and not to fund current year spending.

Will such a pledge prevent the problems faced in other states? Probably not, but a pledge like this can help frame the debate over monetization, ensuring that the public good is protected and that the desire to generate revenue does not become the overriding goal of any plan.

Bad move by PIRG (0.00 / 0)
First, it's privatization, not monetization.  More importantly, PIRG lends credence to the possibility that it will take place, and is merely negotiating the terms of surrender.  What PIRG should have done is flat out oppose, and save its "six principles."

I agree that the route of "six principles" is pretty lame. It should be opposed without exception. However, if there are sufficient "protections" in a contract, it will not be agreed upon by the purchasing firm, thus rendering the deal dead.

You really have to wonder why the Governor is so hell bent on "monetization". I'm sure it has nothing to do with his relation to Goldman Sachs and their role in toll road privatization.

Now my friends, I am opposed to the system of society in which we live today, not because I lack the natural equipment to do for myself but because I am not satisfied to make myself comfortable knowing that there are thousands of my fellow men who suffer

Governor Wants (0.00 / 0)
Of course the governor wants monetization. It will not be the sale of the turnpike or assests, it is more like an independent authority within state government.

The Governor is holding up GSPT this year because he wants to hang that over everyone's head to force people to support monetization next year.

It's a cheap shot, but the principle is sound.  If the Governor couldn't see what was good for himself in the long-term, why should we have any faith that he's correct on monetization?
