Turnpike Numbers

Yesterday, I asked about the Turnpike numbers after an AP article floated the idea of borrowing a billion dollars using the Turnpike.  I have the numbers in this post, but before I list them, I'd like to quote from a New York Times article which discussed having the pension plan buy the Turnpike.  They said (emphasis added):

By contrast, if the state's pension fund ran the toll roads, state government would retain control of a New Jersey asset and politicians could continue to exert some influence over toll increases. Sure, the pension fund would probably need to increase tolls to meet its goal of an 8.25 percent return on all investments. But the toll increase would probably be less than if the roads were leased to private investors whose only motivation is generating higher returns for their clients and themselves.

The pension plan also cannot hold "real assets" like bridges and roads worth more than 7 percent of the value of the fund, currently about $77 billion; financial analysts estimate that the Turnpike Authority and the Atlantic City Expressway could be worth as much as $30 billion. That could force the pension fund to team up with other investors to buy the toll roads, as Mr. Corzine suggested.

The relevant numbers are in the New Jersey Turnpike Annual Report.  (As our Op-Ed writer who described the advantages of monetization noted, the 2005 report is most recent.)  So, here are the numbers from 2005 and 1997.  Note that everything is in billions, and I have computed at the bottom the annual numbers need to realize the 8.25% the pension plans wants, and the 4.75% a financial idiot like me could get by lending the money to the United States Treasury.  The debt service is because the Turnpike owes about $5 billion.

As you can see, the Turnpike covers the costs of running this crucial road, and even making a bit extra.  But for it to be a major "profit center" would require a lot more in tolls.

Hopeful :: Turnpike Numbers
If anyone thinks this is worth $30 billion I'd like you to explain it to me, even though the Atlantic City Expressway numbers are not included.

To be fair, the Times says that the Treasurer's spokesman says ""we have not considered any alternative that would give a controlling interest in a state asset to the pension fund."  I wish the Times had not used anonymous sources for this article's financial estimates.  I'm looking forward to seeing the Treasurer's report, so that I can learn why a private company would pay so much.  Until then, I'm going to agree with a Republican:

"This whole idea reeks of the kind of Wall Street wizardry that brought us junk bonds and Enron," said Tom Wilson, chairman of the State Republican Party.

ps.  Why the 2005 numbers listed don't add up: There is $34 million transfer to Debt Service fund that is counted in one place but not the other, and numbers are rounded off.  For my purposes it doesn't matter.

Charge me more NJ  State income Tax. Which would slightly reduce Turnpike Injurys & Deaths.

I say double all Turnpike tolls for single-passenger cars.  I pay enough in taxes here in New Jersey, so I don't care if the state wants to hike a user fee.  Now, if they hike a compulsory tax, well...

...the devil will be even more visible in the details, if/when they emerge. 

What specific contractual guarantees would Corzine extract to protect drivers from being gouged.

What, specifically, will be the impact on the current workforce?

Will all management/executive simply be canned and replaced with more "professional" folk?

What about maintenance, improvements, expansions? 

Where are all the details?  What's the time frame?  Do the PEOPLE of NJ get a say??????? 

Whatever they are they should be subject to public and legislative scrutiny for months and to exhaustive public hearings. Maybe an extraordinary referendum is in order? 

How/why did it come to owe 5 Billion Bucks?  Is that left over from when it was built?  I doubt that.

Do we have any savvy accountants in the house?

The debt service is more than half of the gross income!!!  I bet there are some very happy financial institutions/bondholders, eh?

Just a cursory look at the numbers, is quite revealing! In 1997 operating expenses were 42% of revenues, in 2005 they were over 54%. Operating expenses went up 275% in only 8 years! Incredible!!!
If management just held the line to the 1997 percentage, net income would be $100 million higher. If operating expenses "only" doubled in 8 years, net income would be 120 million higher.

Imagine what a lean and mean business administrator might be able to do.

Well, it is probably worth noting that there has been a huge increase in the number of vehicles and the mileage they drive.  I suppose that would mean increased costs as well as increased revenue -- more damage to roads, maybe more accidents, certainly more demands on toll collection.

2005 Vehicles: 749,963,218 Mileage: 12,426,804,442

...namely huge, bloated SUVs, those ridiculous suburban tanks.  They beat up road pavement more than normal automobiles.  When (if) a new toll system is developed, the smog-spewing guzzlers should be charged more than lighter, cleaner cars.

mileage up 260%

something is out of whack!... with mileage higher and vehicle usage substantially higher than the increase in revenues, it would appear something is not kosher, as there should be a greater increase in revenues, minimally something over 300% vs 213%, assuming no increase in tolls in that period.
