But it's not needle exchange legislation, as there is no needle exchange involved. This law permits pharmacies to sell needles and syringes without a prescription.

The goal is for the needles to be returned safely to the pharmacy for disposal.  Proposals to encourage this behavior might include a discount on new ones based on how many old ones returned.
