Jay- while I agree consolidation can certainly reduce redundancies and improve certain functions, the two main criticisms I hear is that (1) the consolidation effort is really just a means to an end to bust up unions and lower salaries, and (2) suburban towns will be highly resistant to downsize & lose control of their local police departments to subsidize a police force in  Camden City.
