The Gateway Project, or a second try at a second Hudson rail tunnel

Senators Lautenberg and Menendez and Amtrak announced plans for a new "Gateway Project" to replace the ill-fated "Access to the Region's Core (ARC)." The name is an immediate upgrade! The motivation remains the same:

The existing 100-year old rail tunnels into midtown Manhattan are already operating at capacity during rush hour, and ridership is expected to double in the next two decades.

The Gateway Project is expected to increase NJ Transit commuter rail capacity into New York by 65 percent (increase from 20 to 33 trains per hour during peak hours).   The new tunnels will connect to the new Moynihan station as well as to a new Penn Station South that is connected to the existing New York Penn station, which has reached its capacity.

As the map shows, notice how much of the work is in New Jersey. That's something you wouldn't know from Governor's Christie's talk. The Portal Bridge needs to be completely replaced, because it is just too low and too narrow. This plan makes use of much of the existing ARC work. (I wonder, but this is just baseless speculation, if going ahead with it would let New Jersey off the hook gracefully for the money we owe the federal government.)

The subway plan gets a tunnel across the Hudson but it does nothing for Amtrak and nothing for New Jersey Transit. That's where a lot of these costs are.

I note that the projected cost is $13.5 billion by 2020. There is, in short, no reason to think anyone can build a tunnel plus the New Jersey side upgrades for less than the ARC project. Although there is more evidence for cost overruns than I predicted (hey, I am admitting it!), I still continue to believe that Christie's primary motivation was being able to divert the toll money. That's why he's whining so much that Democrats want him to admit he's raising tolls. On the other hand, I can't help but wonder if this project will happen. Amtrak is spending $50 million on design.

The conservatives who hate escalators can be relieved that the new station would be closer to the surface.

So Christie saved the taxpayers of NJ (0.00 / 1)
billions ,he got the feds to build the tunnel to penn station not macy's basement with  zero cost to us ,plus they will buy the work we already started !As for rolling back the tolls  when  the toll hike was drafted that the Turnpike Authority under the Democrat administration of the day saw the possibility that the ARC might fall through and specifically authorized the toll increases to continue.The Democrats inserted this into the bill..."In the event that... the Authority is otherwise precluded or determines it to be impracticable to continue its participation in the ARC Project, the Executive Director is authorized to continue in force the toll schedule memorialized in the Revised Toll Schedule without modification or interruption...".....Sweeney voted YES on this !Thus far the opportunistic Democrat Party critics in the legislature have zero basis in their demand for a rollback of tolls. Your first two statements:
"He got the feds to build the tunnel to Penn Station." Wrong! The feds have not agreed to anything. Amtrak is only committing $50 million on a study.
"Plus they will buy the work we already started." Wrong! The feds have not said they will buy the work started.  
You are are so wrong. Get your facts straight. I have not bothered to read the remainder of your post.

1. Internal polls are only released if they show unusually favorable results. In short, it is meaningless. Subtract 7 is a good rule of thumb.

2. Someone who chose the name "speedkillsu" to mock a governor's near-fatal accident should not use the word "scurrilous."

3. You do, however, have a good point that Democrats as usual were quite happy to consider diverting the tolls if they got to do it. (Assuming your claim is accurate, but I'd bet it is.)  

4. The idea that this project has been approved or the feds will pay for it all is complete fantasy.

1/4 isn't bad though!
