Trenton Preview: Monday January 26, 2009

It'll be a jam packed day in Trenton with both houses holding committee meetings.  You will  be able to listen to the proceedings live when the appropriate committee is meeting. Here's the Senate schedule:

Some highlights on the Senate side include Commissioner Doria giving an update on COAH before the Community and Urban affairs committee. On the same subject, the Economic Growth Committee will hear a bill that modifies laws concerning affordable housing and makes an appropriation to the Affordable Housing Trust Fund.  In Education, they will hear anti-nepotism legislation and a bill that would establish the Higher Education underage drinking task force. The Health committee has a bill that would establish a check off on your tax returns for the community food pantry fund.

The Labor committee has a bill concerning court actions against uninsured employers for non-payment of workers' compensation along with the Jobs, Trade and Democracy Act.  They will also consider legislation that would allow Casino Control Commission employees to drop their "confidential employee" designation and unionize. The Law, Public Safety and Veterans committee will hear legislation that would require the MVC to provide information concerning Selective Service registration requirements to persons obtaining or renewing drivers licenses and identification cards.  They will also discuss a bill to create a silver alert system to find missing elderly.

Follow me below the fold for the Assembly agenda, which has some big issues up for consideration.

Over on the Assembly side, here's the schedule:

We told you Friday night about the pension deferral legislation up in the Budget Committee and the paper trail bill schedules for the State Government Committee.  In addition, the budget committee willl hear a  bill that directs the Commissioner of Education to withhold from February 1 through June 30 State aid payments to school districts in an amount equal to the districts? savings from the proposed pension contribution deferral plan (contained in Senate Bill No. 7 of 2008), capped at a total of $75 million.

Some other highlights include the Exec Director of NJ Transit briefing the Transportation Committee on the new Hudson River commuter rail tunnel. The Labor committee will talk workers compensation and fair pay. Agriculture and Natural resources will consider allowing solar and wind energy generation on preserved farms under certain circumstances and includes solar and wind energy generation on commercial farms as protected activities under "Right to Farm Act."   The Military and Veterans affairs committee will consider a bill creating a "Troops to College" program and also a bill to create the Gold Star Parent license plate.

The Education committee will hear testimony from Lucille E. Davy, Commissioner of Education, on the Department of Education's High School Redesign Proposal. The Environment committee has invited Mark Mauriello, the Acting Commissioner of the Department of Environmental Protection, to address them and discuss the State's environmental priorities for 2009.  In Human Services, they will will hear testimony from invited speakers regarding the Governor's Council on Alcoholism & Drug Abuse, including municipal & county administered local Alliance programs to examine programmatic & evaluative outcomes of the council's local initiatives.

A 1795/Corrections Dept. Audit Bill (0.00 / 0)
Assemblyman Milam and Assemblywoman Quigley are sponsoring an automatic audit bill that has the Department of Corrections in its crosshairs.

Despite the fact that Corrections spends well over a Billion dollars of state tax money each year, there is little discussion or oversight in how this money is spent.

This bill creates an automatic State Auditor review of every contract over $100,000 that goes out of this Department.

To my knowledge there is no other Department that will have this automatic oversight.  

Any bill that creates more oversight on potential wasteful or manipulated spending is in need of support.

It comapnion Bill, sponsored by State Senator Van Drew, has been bottled up in Committee.
