    “Demonstration without legislation” is apropos.

    As an example there were many demonstrations against the NJ Transit fare hikes, but the legislature sat on its hands. An extension of that problem is that when our legislature passes bills, our governor sits on them (AC package of bills) or vetoes them (health services for women.)
